The interface between energy and the marine environment

A comprehensive report on the restrictions currently available on the placement of energy structures in the maritime areas, with particular emphasis on the limitations placed by the existence of specially protected areas in the marine environment, fisheries and navigation.

The research concentrates on the parameters and policy consideration behind the recent trend to create specially protected areas in the marine environment and its interface with the coastal State powers to place energy structures in the same areas. Particular emphasis is paid to the high seas, where the existence of such protected areas remains highly controversial especially when therein exists also a right to erect energy structures and lay pipelines as part of the freedoms of the high seas. Moreover, the practice of Regional Fisheries Organisations (RFOs) is reviewed with a view to identify specific trends in their interface with energy production and transport activities at sea.

Expected key results: An assessment of the checklist parameters for the placement of energy structures in the maritime areas

 

Deliverables:

1. A full report on the obligations created by the existence of specially protected areas in areas within coastal State jurisdiction and in the high seas and their impact on the placement of energy structures in the marine environment.

2. A full report on the impact on fisheries of the existence of energy structures in the marine environment.
